Mastery Levels Redux

One of the more restrictive rule changes in Second Edition is that shugenja can only "learn" spells of a Mastery Level equal to or less than their School Rank. This is not only vague and seemingly over-restricting, but also is completely removed from the original concept that the Mastery Level of a spell was a gauge of how easily the spell could be mastered, not how easily it could be cast.

Personally, I can program in machine language if I have something to guide me. I don't know of anyone who can do so without instructions; it's just too difficult. Why is it that shugenja can only cast spells fom a scroll that they are capable of casting without one? It makes no actual sense.

The following will look familiar to some.

Optional Rule Change

Shugenja may attempt to cast from a scroll any spell of a Mastery Level equal to or less than their School Rank + the rank of their relevant Ring. The TN for all spells cast is equal to the Mastery Level of the spell x 5. A shugenja may only memorize a spell (i.e., choose to purchase an Innate Ability advantage for a spell) if his school rank is at least equal to the Mastery Level of the spell, after taking into account his Affinity and Deficiency.
